Minutes of
discussion of second Research Committee and Advisory Board meeting held on
17.04.2013 at Bharatiya Vidya Bhavan, Unit – 3, Kharvelanagar, Bhubaneswar.

At the outset Dr. Tamotia
welcomed the members of the research committee and Advisory Board. He presented
the guidelines for research proposal as framed by the deemed university and briefed
about the discussion held at Delhi in central co-ordination.
2.0
There were seven research
projects submitted to the body and six were presented.
2.1
Prof. P.K.Sarkar presented the research
project on Social Harmony covers “Rehabilitation, Resettlement and adjudication for the
Compensation for the displaced person under land acquisition Act in India with
special reference to Odisha”. He discussed the present scenarios of
displacement of people and the process of land acquisition in Odisha for
different project (s) meant for industries and other and the problem arising
out of it. Many families are land less, homeless, not being adequately
compensated for years together causing many social and economic problems for the
displaced persons. He presented, the
objectives of the study, relevance of the study, in
political recognized in Odisha, hypothesis, methodology and formal cauterization
with the background of the study. The
displaced persons lose their human face due to displacement. The study has been
designed to be conducted both with empirical and doctrinal methods.
The discussions were centered round on programmable objective of
research with future perspective of law on acquisition of land and compensation. Suggestions from the members of the research
committee were:-
(i)
Every research must have
desirability and feasibility in the present context of Research in Existent
Harmony.
(ii)
Particular area / project may
be tribal, coastal belt with its profile and vulnerability and assessment of
affected people.
Considering the time frame of one year, the research
project is wider enough to be the covered properly and thoroughly, thus the
committee suggested phase wise research can be taken. There must be a proper sequence; focus must be
spelt in the ambit of Existent Harmony also keeping in mind the time / period.
The committed finally suggested to re-design the
research according to the guidelines issued by the deemed university for recommendation.
2.2
The project on “Mahatma Gandhi and Hindu Tradition”
was presented by Prof. B.Satapathy, former HOD of Political Science. The
proposed research project is to examine how Gandhi ji conceived religion and
secularism. The objectives of the study are :-
(i)
To analyze the contours of
Indian Ideological tradition.
(ii)
To examine the essence of
Hinduism.
(iii)
To interpret the concepts of
trust, non-violence and satyagraha.
(iv)
To examine the entire cultural
communion, which transcends the inter cultural conflicts and misunderstanding.
(v)
To comprehend and understand
Gandhi Ji response to these issues.
he area of research will include Gandhi Temple at “KAMAKSHYA NAGAR
OF DHENKANAL” district of Odisha. His work will be based on empirical and
analytical study to examine polio – cultural issues. He suggested there is the
great relevance of the project in transferring of the young minds and in
acquiring social integration, cohesion and harmony. He proposed to give proper
sketch of the study.
The research committee stated that the researchable aspect are
illusive for quantification and measurement to meet the objects of research.
How to achieve social integration is a big question. How Gandhian thoughts, for
presentation of Hindu Tradition, is a question. The suggestion of the committee
was to redesign the research project with its clear cut researchable variables,
area and the future outcome of the research.
2.3
Prof. Navanita Rath presented
the research proposal on “Measuring and
Mitigating child poverty in urban area:-
The study has been intended to avoid traditional economic poverty,
tagged with all sections of the people including child. She has proposed to
make study on social, cultural and moral dimension of children in urban areas.
To her, if child poverty is arrested, the adult poverty can also be arrested.
For that she proposed to make a study as “Capacity building” skill development,
intellectual capital formation for eradication of child poverty.
The research committee raised the issues on elements for
developmental aspects of child poverty with reference to Human Development
India (HDI), how moral search and capacity building can be measured and
quantified? Concept of self efficacy with child and their measurement tool,
whether it will be in operation research or descriptive one!. The committee
suggested to re-design to have proper dimensions and measurements tools to be
used for quantifying primary data, how to measure intellectual capital of the
children and the ways of contribution by the society for nurturing them.
2.4
Prof. R.N.Patnaik presented a
research proposal on “Human Rights
Violation against member of families of Criminals undergoing sentence”: An
empirical study at Kashinagar Block of Gajapati District, Odisha.
The proposal is with the concern and miserable life and mental
attitude of the criminal who have undergone imprisonment and have not been
provided with dignity of human life. The dogma attached to the imprisoned
family is proposed to be studied for preservation of human rights.
The redressal agencies have cold attitude towards complainant
miseries of their life.
This is a study with sample of people / families who have undergone
imprisonment / sentences.
The committee suggested on stage wise study and the list of
variable(s) to be undertaken during the research work. Again the committee
observed the study should be with specific type of population for study and
suggested to redesign the same.
2.5
Prof. F.M.Sahoo, former
professor and HOD of Deptt. Psychology UU and now Research Professor of XIMB
presented a research project on “Fostering
Psychological Growth: Harmony between traits of the young and the Elderly”.
“The present research work is intended to demonstrate the inner
harmony ( or balance) between potential
of youth and the elderly at an empirical level”. The research project
will be based on investigation with broad pragmatic research with super
ordinate goals. This goal involves delineating the confluence of the abilities
of youth and the elderly, devising a psychometric tool of measuring blend of determining the work and life
goals. Where such blending is necessary and suggesting techniques of
fostering the blend (psychological age).
At phase – I of research a large number of traits (approximately
200) 100 from each males and females adult respondents with development of
psychometric measure of psychological age and validating it for future use.
For the purpose number of youth traits, elderly traits and neutral
traits are to be indentified and with randomization of respondents, those will
administered for test with self endorsement ratings on a seven point Liket
scale.
A blend would be considered high, if both score are high and the
difference is low and vice – versa. When the individuals with high blend
(psychological age) are identified, it would be possible to examine the
reliability of the measure by examining correlation of tests scores across two
different occasions. Similarly, the validity can also be checked by comparing
scores of two sets of respondents.
It is asserted that the findings of these empirical studies would
provide important policy implications for the management of youth and elderly.
This study belongs to the domain of gender studies – Androgeny.
The research project has proper hyposthisis, research design and
specific sampling. It has been provided with tools/ materials of two
provisional lists containing 190 items.
The proposed study aims at its completion within the specified
period of one year as proposed by the deemed university.
2.6
Prof. H.K.Swain, presented a research project
on “Evaluation of ILO projects on protection of Child rights and their
rehabilitation through convergence. A comparative study of Kalahandi and
Cuttack district i.e. tribal and urban.
The study has been designed to analytically examine the working and
success of international labour organization (ILO) projects on protection of
child rights and their rehabilitation. The problem is long standing and various
measures have been adopted by the policy makers and administrations to
rehabilitate the child labours.
The relevance and social implications of this study is three
dimensional. (i) To reduce the child labour (ii) To protect their rights for education,
health, nutrition for groom in them (iii) To increase the adult employments by eliminating
the child from various jobs.
There are more than one thousand ILO projects under implementation
to reduce child labour to fulfill the objectives of national policy. Since 1995
more than one hundred crores have been invested on these projects. The efforts
of the state Govt. as well as central Govt. on rehabilitation of child labours,
have been under national and international policies. Whether the project have
been implemented as per the guidelines of the national policy are to be
examined from the point of view of social, legal and economic aspects.
The labour deptt. of the Govt. was solely responsible for necessary
execution of law for protection of child rights. But despite all efforts, the
problems are in increasing trend. There are other schemes of central as well as
State Govt. to enforce compulsory education for all children up to age of 14.
The Govt. has adopted “Sarba Sikhya Avijan” in addition to formal education
imparted in the school to attract the future citizens for education. Still 40%
of the children are not school goers. There is the combined effort designed by
the State Govt. through it different departments such as home, Panchayat Raj,
housing, Finance, Judiciary, Forest, Works and other voluntary agencies to
contribute for eradication and rehabilitation of child labours.
The proposed study is to concentrate in two districts of Odisha.
Cuttack district and Kalahandi (Tribal dominated) hilly district.
Two hundred respondents (100 from each district) will be
purposefully selected from the national child labour project schools (NCLPs)
run by state Govt. Prepared questionnaires on various variables will be
administered for collection of data. Tests will be determined. Chi-square test
will be used to know the relative relevance of the study.
The sample is chosen looking into the time frame. The research
committee suggested to take up the study in two districts (rural & urban) which
can reflect the picture of the state.
2.7
Prof. S.N.Mishra, has submitted
a research project on “Re-inventing
cultural roots to establish social harmony”: A study of impact of Buddhism
in old district of Cuttack in Odisha.
The guide could not be available for presentation before the research
committee. This study. This research project suggests making study to search
ways for “Peace through Pieces” Buddhism and Jainism came into existence where
brahimism dominated and became hard to be accepted by all. Both non violence
and social justice are founded in preach of Jain and Buddha.
The project needs to be examined by the research committee after
discussions with the guide.
2.8
Prof. Bijayani Mohanty proposed
a research project in “Youth Participation” in urban Governance. A case study
in Odisha.
3.0
It was observed by Chair, that
the projects should be formulated according to guide line given by Deemed
University and within the overall context of Existent Harmony with special
reference to political Harmony where ever feasible.
4.0
The meeting was concluded with
vote of thanks by Prof. H.K.Swain, Dean Research of Bharatiya Vidya Bhavan. It
was decided that the next meeting will be cover greater share and larger
participation on the projects.
